Muscat Bay

Muscat Bay is a 2.2 million sqm fully-integrated 5-star ITC community at Bandar Jissah, near Qantab — set between the Al Hajar Mountains and the Sea of Oman, just 20 minutes from downtown Muscat. Master-developed by Muscat Bay LLC (formerly Saraya Bandar Jissah, established 2007), a privately-owned joint venture between Omran (Oman Tourism Development Company, the government investment arm) and Saraya Holding Oman. The community is anchored by Jumeirah Muscat Bay — Jumeirah's first 5-star beach resort in Oman — and offers 100% foreign freehold ownership, 9 retail outlets including restaurants, a gym, medical and office buildings, plus a curated mix of villas, townhouses and apartments. Phase 1 totals 260 residences across the Zen Residences (in handover) and the newly-launched Luma Residence (240 units, launched January 2026).
