What is Uptown Muscat?

Uptown Muscat is the residential scheme Wujha Development is building inside Knowledge Oasis Muscat, the state technology campus at Al Rusayl in Wilayat Al Seeb. The site measures 100,000 sqm; ownership is freehold and open to buyers of any nationality; prices start at OMR 41,100. The developer's own unit selector runs from a compact one-bedroom apartment through one-, two- and three-bedroom apartments to duplex penthouses of three and four bedrooms, and its fact sheet describes the unit types as fully and semi-furnished. Building is phased and a hotel sits inside the masterplan; no completion date has been published, and neither unit areas nor an instalment schedule has been released. On residency Wujha publishes two statements and we report each as its own: the fact sheet prints «Lifetime Residency» as a bullet in its buyer-benefits list, with no permit class, no term and no conditions attached, while the project website's investment panel says that purchasing a unit makes investors and their families eligible for a long-term Omani residency visa. The two documents do not agree — one says lifetime, the other long-term — so this page asserts neither, names no permit class and states no duration. Oman's residency rules belong to the government and not to a developer, so check the position that applies on the day you buy. The same fact sheet headlines «ROI 9%» with no calculation behind it; that is advertising, so this page records no yield figure of its own. Central 7, Wujha's other scheme at the same address, is a workplace rather than a home.

Knowledge Oasis Muscat is a state technology campus. Madayn, Oman's public authority for industrial estates, opened it in 2003 at Al Rusayl on the Wilayat Al Seeb side of the capital and still owns and runs the 759,566 sqm site, the country's first technology park. More than 100 government bodies, semi-government units and private firms occupy it — Madayn's own material puts the number above 200 — and their work sits in software, cloud, cybersecurity, data hosting and digital services; Middle East College teaches inside the same perimeter. Uptown Muscat is Wujha Development's housing on that campus, and the people already driving in every morning are the obvious tenant pool — and a fair share of the buyer pool too.

The plot runs to 100,000 sqm. Apartment blocks stand along a shop-lined boulevard at street level, with a park behind them and a hotel written into the masterplan; the build is phased. Prices open at OMR 41,100 and the title is freehold with no nationality filter on the buyer. What Wujha has not published is as relevant as what it has: no completion date, no unit areas, no instalment schedule. Third-party listing portals fill those gaps with numbers that appear on no developer document we could open, and this page does not repeat them.

The unit selector on the developer's site lists a compact one-bedroom apartment, a one-bedroom, a two-bedroom, a three-bedroom, and a duplex penthouse in three- and four-bedroom form. On specification the fact sheet gives a single line — unit types are fully and semi-furnished — and stops there. Which layouts fall on which side of that line, and how many bathrooms any of them carries, Wujha has not said, so neither do we.

Daily life is pitched at ground level. Wujha calls the spine of the scheme the longest air-conditioned outdoor boulevard in Muscat and lines it with cafés, restaurants and shops. Uptown Park sits behind it, with cycling tracks, fountains and children's play areas. Wujha's own material accounts for the swimming pool, the health club, the private cinema and the children's area, and its fact sheet adds childcare, sports zones, water features, green spaces and public parks, and business space inside the community. The rest of the resident list — a clubhouse, sauna and jacuzzi, a music theatre, a library, a multi-use playground, meeting rooms, a concierge, a dedicated bike and scooter path, resident parking and community security — is on no Wujha document we could open; it comes from Palmera's Oman catalogue, and it is carried here on that authority.

On ownership the fact sheet is short and blunt: freehold, 100% ownership, all nationalities, «Lifetime Residency», «Flexible Payment Plan», «ROI 9%». The project website puts the residency line differently, saying a purchase makes investors and their families eligible for a long-term Omani residency visa. Read together, those are two pieces of developer marketing that describe eligibility rather than a granted status and that disagree on the term of the permit; residency in Oman is decided by the government, so the sensible move is to get the current rule confirmed in writing before you commit. The 9% is the same species of claim — a headline with no working shown, no contract behind it and no deduction for service charge, management or empty months — and it is not entered as a yield anywhere in this page's data. «Flexible payment plan» is the whole of what has been said about terms; no split has been issued, so no schedule appears here.

Wujha's map on the project website groups the surroundings by drive time: Al Rusayl Industrial Area and Al Mawaleh Commercial Market at five minutes, Al Mawaleh City Centre and Maabilah Industrial Area at ten, the Oman International Exhibition Centre and Al Hail Beach at fifteen, and Muscat International Airport, Mall of Oman and Avenue Mall at twenty. Three further entries on that map are left out here because the published sources disagree about where they belong. As for the company, Wujha for Development and Investment dates its founding to 2014, keeps its head office in Madinat Al Sultan Qaboos and lists branches in Cairo and Dubai. Knowledge Oasis Muscat holds two of its sites: this community, and Central 7, which the company calls Oman's first and only Tier-1 office building. Mandressi GmbH is credited on the Uptown architecture.

Both describe more than two decades in real estate, industrial and commercial work before the company was formed, and both frame Wujha's direction against Oman Vision 2040.

Prices start at OMR 41,100 — that is the entry figure on record for the project. Wujha has released neither a price list by layout nor any unit areas, so this page shows no price per square metre and no starting price per type. Ask us for the current availability sheet and we will send whatever the developer has issued that week.

The developer's selector lists five: a compact one-bedroom apartment, a standard one-bedroom, a two-bedroom, a three-bedroom, and a duplex penthouse offered in three- and four-bedroom form. The fact sheet adds that unit types come fully and semi-furnished. Bathroom counts, floor areas and which layout gets which furnishing package have not been published, and we do not fill those gaps from listing portals.

Wujha has not put a date on it. The build is phased and a hotel belongs to the masterplan, but even the phase count is unsafe to quote: the fact sheet says six phases plus the hotel on its cover and seven on its facilities page, so we state neither. Dates circulating on third-party listing portals appear on no Wujha document we could open, and we do not echo them. The day the developer issues a date, it goes here.

Wujha describes the terms only as a flexible payment plan and has not published the instalment split — no booking percentage, no milestone schedule, no handover percentage. We will not invent one. Ask us and we will request the live schedule from the developer for the phase and unit you are looking at.

It is not a return at all in any sense you could bank on. «ROI 9%» is a line of advertising printed on Wujha's Uptown fact sheet: no calculation is shown, no period is defined, no contract sits behind it, and nothing is deducted for service charge, management or empty months. We quote it because the developer publishes it, and for no other reason. No guaranteed or contracted rental programme is published for this project by Wujha, and our own data fields carry no yield for Uptown Muscat. Treat any percentage you are shown for an off-plan unit as a claim until somebody signs it.

Not by itself, and be careful with how this is worded. Wujha publishes two versions and they do not match. The fact sheet lists «Lifetime Residency» as a buyer benefit — a bullet, with no permit class, no term and no conditions beside it. The project website says instead that purchasing a unit makes investors and their families eligible for a long-term Omani residency visa. Both are the developer's own words, and because the stronger of the two is not supported by the other, this page repeats neither as fact and names no permit class and no duration. Residency in Oman is granted by the government under rules that change, so ask us and we will get the developer's current position, and the rule that actually applies, in writing before you commit.

Both options exist: the fact sheet describes the unit types as fully and semi-furnished. It does not say which layouts, buildings or phases fall into which package, and no floor plan we could obtain settles it, so this page assigns nothing. Ask for the specification attached to the specific unit before you reserve — that document is the only one that binds.

Uptown Muscat is where you live; Central 7 is where you work. They are two separate Wujha schemes at the same address. Uptown is a 100,000 sqm residential community — apartment blocks, a boulevard, a park and community facilities. Central 7 is a single office building, which the company calls Oman's first and only Tier-1 office building. Same developer, same district, entirely different product.

The people who already work in the district. Knowledge Oasis Muscat houses more than 100 government, semi-government and private organisations, most of them in ICT — cloud, cybersecurity, data hosting, digital services — and Middle East College runs its campus inside the same perimeter. Add the Al Rusayl industrial estate, five minutes away on Wujha's map, and the demand you are underwriting is salaried commuting demand, which usually means longer leases and steadier occupancy. Madayn, which owns and runs the park, puts its own count above 200 companies, institutions and organisations.

Wujha's project website carries a drive-time map. Five minutes on it: Al Rusayl Industrial Area and Al Mawaleh Commercial Market. Ten: Al Mawaleh City Centre and Maabilah Industrial Area. Fifteen: the Oman International Exhibition Centre and Al Hail Beach. Twenty: Muscat International Airport, Mall of Oman and Avenue Mall. Three other entries on that map are left out because the published sources disagree about where they belong. These figures are the developer's own and not a traffic study, so read them as indicative.
